So what?  The numbers are for guaranteeing a certain load order.
preview-latex.el does not depend on any particular load order.  Load
it before AUCTeX or after it.  Does not make a difference.

It would probably be polite to provide an option for renaming
preview-latex.el to the package system specific naming scheme.

But I doubt that it is _necessary_ for making a user installation
work.

I don't see what such a switch would be supposed to actually do.
