No, it doesn't.  Please try it.  While I can't rule out that there
might be a bug with regard to running texhash in 11.81 (I seem to
remember that we fixed something in the mean time), it would have no
effect except waste time in the build process.  The package itself
would not be affected.  Since we are just gearing up for the 11.82
release, it would make sense however if you focused your attention on
the current CVS of AUCTeX.  Should save some effort, and I seem to
remember that we again had some post-release XEmacs-only fixes due to
our lack of active XEmacs users.
