No.  There is no target clientele for building a genuine XEmacs
package, as that includes version info and other stuff that does not
make it desirable to offer it from several different sources.  Like
the targets in the Makefile for the purpose of packaging AUCTeX itself
into tarballs, this is strictly "internal use".  The only other person
apart from ourselves (if we choose to offer an XEmacs package
ourselves at some point of time) who would make use of that target is
you.  There is no sense in burthening the INSTALL file with that kind
of info.

It is ok if the processes are documented better in the Makefile, but I
don't think they belong in the separate docs.
