[AUCTeX-devel] Changes to RELEASE

I have detailed the downloadable stuff in the release notes (a bit
long, but I find it hard to make it shorter without losing info).

Also I have made the suggestion for donations more prominent.  It will
be interesting to see at what point of time people actually notice it.

That should be pretty much all, I guess.  Unless somebody has further
suggestions for the RELEASE file, Reiner should be able to make a
rollout.
