Has I have been told  by Stephen Turnbull, the package
should be 21.4.X compatible not 21.5.X!

(That is why org mode vs >7 cannot be easily made into a
xemacs pkg since it works in 21.5.X but not in 21.4.X)

Most likely this is the better solution.
