Oh yes, seems so.

Yes.

Hm, I think for \usepackage it's appropriate to search.  Maybe it should
be bound to

  (or TeX-arg-input-file-search 'ask)

in `LaTeX-arg-usepackage'?  Then a user who set
TeX-arg-input-file-search to nil would be queried.
