I've just tried to run:

$ make xemacs-package TAG=11.88

and failed with:

I get the same error with and without my patches applied.  Did you have
any problems making an xemacs package for the 11.88 release?

Ah, yes.  Sorry I missed those.  I should have done the entire release
process to test everything but I missed the instructions in makefile.in.

I have everything working now besides the xemacs-package target.
