Sorry, probably I misunderstood what you meant, but I got that you
were referring to the feature that if point is inside a
defun/defvar/etc, C-x 4 a automatically insert the appropriate entry
in the ChangeLog with also the reference to the function/variable/etc.
Could you please explain it in other words?

I can't find that package on the Internet, but I'm not inclined to
include such features inside AUCTeX.
