I mean in (partial)gradtable. In part, you have (TeX-arg-literal " ")
which adds a space, i.e. `\part[100] ' to mimic an \item.

In (partial)gradtable, you have (TeX-arg-literal "") which actually does
nothing. I was wondering why it is necessary.

Same here, I'm asking why (TeX-arg-literal "") is necessary at all? I
don't see the added value.
