(1) At least, brace expansion is documented officially in the document
of kpathsea library.  Try "texdoc kpathsea" and see "5.3.4 Brace
expansion."  I haven't searched for the syntax of the form without

(2) It doesn't seem that the kpsewhich command of MiKTeX accepts the
form without brace:

$ kpsewhich --expand-path '{$TEXMFLOCAL,$TEXMF}'

address@hidden ~
$ kpsewhich --expand-path '$TEXMFLOCAL,$TEXMF'

address@hidden ~
$ kpsewhich --version
MiKTeX 2.9.6350 64-bit

Thus the brace can't be omitted anyway.
