It's definitely not new, it's been in AUCTeX for a very long time and is,
IIRC, controlled by the user options `LaTeX-babel-hyphen` and
`LaTeX-babel-hyphen-after-hyphen`. See:

for some more information.
Why this functionality is suddenly being activated in your case, I don't
know. I thought it was only active if you use the babel package in your
document.
