    AX_BOOST_BASE: improved BOOST_LDFLAGS detection
    
    The macro optimistically assembled BOOST_LDFLAGS from an empty variable,
    resulting in a wrong value for BOOST_LDFLAGS, making all following
    ax_boost* macros fail.
