It was failing because I had a typo.
> AT_CHECK_BANNERS([-k two], [first], [0], [second], [0])

This was supposed to be [1 4], not [0 3] - I mistakenly used 0-based test
numbers instead of 1-based when writing the test; the goal was to select
multiple tests, all of which had either no banner, or a blank banner, to
show that no banners get printed even though multiple tests are run.
