[PATCH 0/3] autoreconf: drop support for pre-1.8 automake and aclocal

A minor cleanup I came up with while working on the other recent
autoreconf patch.  I see no real reason to continue supporting such
old (< 1.8) versions of Automake in out modern autoreconf.
