A minor point: in that commit message I mentioned that Solaris 10 (which has only Perl 5.8.4) was supported through January 2024. On that same day (!) Oracle announced[1] that they were extending Solaris's 10 EOL to January 2025. So, since Solaris is the last holdout we know of, Autoconf should be able to start requiring Perl 5.10 starting February 2025, if it's helpful to do so.
