[Automake-NG] [FYI] [ng] refactor: read 'serial-tests.am' more verbatim

* lib/am/serial-tests.am: Adjust to use the "ifeq" built-in and
the internal variable '$(am.conf.handle-exeext)' instead of the
transform '%?HANDLE-EXEEXT%'.
