This says it all: your permsTable is undefined here.
I *think* you need to add something like:
.section .data
.extern permsTable
before your program there to inform the assembler that permsTable is an
external symbol defined somewhere else, but belonging in the .data section.
You can always compile a simple C program into assembly and modify the
result to your needs instead of writing it from scratch...
