It was intentional, yes, it has only been used on avr3 and avr5 MCUs
(i.e. on those with more than 16 KB of ROM).
I killed that holy cow now. I never really thought it makes sense at
all, as -Os often yields speedier code anyway, and most people appear
to be more concerned about code size than speed.
