The spec file in this tarball should be good.  You should be able to generate
an rpm with the following command.

rpmbuild -tb avr-libc-1.4.0.tar.bz2

If you run into problems in the documentation build process, you can build
an rpm without the documentation.

rpmbuild --without docs -tb avr-libc-1.4.0.tar.bz2
