Changing the "sei" and "cli" definitions in avr/interrupt.h to: # define sei() __asm__ __volatile__ ("sei" ::: "memory") # define cli() __asm__ __volatile__ ("cli" ::: "memory")

Should I submit this as a patch? Where to?
You're at the right place. Submit a bug report in the avr-libc project bug tracker, and attach the patch to the bug report. That way this issue won't be forgotten.
