Summary:  Add support for setting the SCK period on the STK500

Original Submission:  This patch adds the ability to set the SCK period on the 
STK500.  I needed this because the mega48 comes from the factory configured to 
use the 8 Mhz internal oscillator divided by 8.  This results in a max SCK 
frequency of 250 kHz.  Changing the oscillator frequency via the STK500 fosc 
command doesn't help, as it has no impact on SPI speed in this case.  Reducing 
the speed of SCK allows for reliable SPI communication between the STK500 and 
the target device.
