Details:

This patch allows the -B flag to set stk500 sck. This could use up a lot of
eeprom flash cycles on the programmer if sck is needlessly rewritten many
times. Consequently, this patch also includes a modified version of _setparm
which ensures that the new value differs from the old value before performing
a write.

Tested on avrisp mk 2.
