Is this the WinAVR-supplied version?
It appears somehow, the libusb-win32 file that ships with WinAVR does
not work, for whatever reason. Remove the libusb.dll (or something
like this name) in the WinAVR subtree. Then go to sourceforge.net's
libusb-win32 project, get their installer (for the "filter" driver),
and run this one. There is also a small test application within that
package: it must display your AVRISPmkII, otherwise avrdude cannot see
it either.
