Add DAPA programmer.

Note that the entire parallel bit-bang programmer block will
only be included if the configure script recognizes your
system enough to know that it will be able to handle
parallel-port bit-banging.  This is currently the case for the
following systems:

        i[[3456]]86-*-linux*|x86_64-*-linux*)
                DEFAULT_PAR_PORT="/dev/parport0"

        i[[3456]]86-*-freebsd*|amd64-*-freebsd*)
                DEFAULT_PAR_PORT="/dev/ppi0"

        *-*-solaris*)
                DEFAULT_PAR_PORT="/dev/printers/0"

        *-*-msdos* | *-*-mingw32* | *-*-cygwin* | *-*-windows*)
                DEFAULT_PAR_PORT="lpt1"
