You can use MinGW to build Bino for Windows, including libass. Visual
Studio is not supported (and likely will never be). Instructions are in
README.Windows:

The Windows package currently linked on the download page is published
by 3D-ONE. I guess if you ask them they will consider packaging the new
version with subtitle support.
