Just one line in .emacs solved this:

| (set-language-environment 'UTF-8)
`----

I trust it works for Emacs running from Finder and shell. And googling
told me no (easy) way to set locale for app running from Finder. Set
locale in .profile only works for running from shell. So setting it in
.emacs seems the simplest.
