Maybe we should add a note on the Contact web page that general
inquiries, bug reports, etc. regarding AUCTeX should be directed to
the mailing lists instead of the maintainer only.

Can you quote the full and exact error message? What happens if you
start emacs.exe (maybe from the Windows prompt) instead of
runemacs.exe? Does it get any better if you run addpm.exe before
trying to start Emacs? Note that addpm.exe will modify your
registry. For details look at (info "(emacs)MS-Windows Registry").
