That doc is informative, not normative. Not every target has a -local
rule.
Currently the only local rules are the ones people have asked for.
That isn't a very good way to do this though.
I agree this ought to be possible.

I haven't read the Makefile.am in question.
Often people choose to do something like this:
htmldir = whatever
html_DATA = stuff
Then the normal installdirs will make htmldir for you.
