This is a valid point. I don't know why install-info is universal
these days. In the past it was only enabled in --cygnus mode.

As a recursive target, if it appears in one Makefile it must appear in
all of them. That lets `make install-info' work properly from the
top level.

Yes. We've talked about mechanisms for having a file with the same
name as a standard target, e.g. _NAME. However, even with this you
won't be able to have `make install' make the install program. And of
course there is a problem here if we add new standard targets (as does
happen).
