My guess is that this is to be sure to use the system shell, and not
have shell portability issues in the tests just because the user
happened to configure automake with a different shell.
Still, the user is (allegedly) always right, so I don't immediately see
why using @SHELL@/${SHELL} instead would be such big a deal.
