Yes, you're right. I thought about it. The question is that
usually people do not keep files like COPYING in the
repository, instead they rely on automake to copy missing files to
the top-level directory. Won't it be good if automake
would be able to copy both files on request?  (In Mailutils we do
have a copy of COPYING.LIB in the repository, that have misguided me.)
