I've retried 1.7d with the Solaris make and it fails in the same way.

I guess the tcl version is too old. The interestiong question is: is that a problem in automake or in dejagnu? ;)
I.e. if it's some tcl code automake generates, then the code may need to be rewritten without the offending keyword, or the automake configure script should check for a too old tcl. Otherwise, the tests should be skipped if a tcl version is detected that fails to parse the offending keyword.
Unfortunately, I don't speak Tcl myself, so I doubt I can be of much assistance hacking the Tcl code in automake, if there is any ;) But I'll be glad to test your patches.
