Emacs info mode needs to see menu entries like "Foo Index" in the Top
node for its "i" (Info-index) command to work.

It's been that way for a long time, I assumed it was meant to be so.
I know the standalone info is more forgiving though.
(Personally I'm not a fan of indexes in a sub-node anyway, I think
they belong at the top-level and therefore in the normal Top menu.)
