No idea how to do that. I think it would be possible to fix in
the aclocal/autoconf/autoheader/automake/yacc/lex/texinfo rules
directly by adding a sleep before the command. Preferably a
conditional sleep: it is not needed if the source is old enough
(how to check this?). However that sounds clumsy.
