So apparently ./configure did find that `grep -E' and `grep -F'
work. Why did they work in ./configure, and not later?
I notice that when ./configure ran, your $PATH was
PATH: /projects/gnu/sparc-sun-solaris2.8/bin

while the $PATH output during the failing tests is:
/volws/lwv28/ldatae/gnu/automake-1.9.2/tests:/usr/local/perl5/bin:/usr//bin:/volws/lwv28/ldata/bin:/volws/lwv28/ldatae/bin/sun4:/volws/lwv28/ldatae/bin:/home/lwv28/bin/D.frontend:/home/lwv28/bin/sun4:/usr/j2se/bin:/usr/java/bin:/usr/tcl84/bin:/vol/tclsrcsol/TclDevKit/bin:/usr/tcl83/bin:/opt/SUNWspro/bin:/vol/gnu/gcc/bin:/projects/gnu/sparc-sun-solaris2.8/bin:/opt/sfw/bin:/usr/local/bin:/usr/dt/bin:/usr/openwin/bin:/bin:/opt/SUNWsmtv/bin:/cas/bin/sun4:/cas/abin/sun4:/cas/X11/sun4/bin:/usr/ccs/bin:/lprod/bin:/usr/sbin:/usr/ucb:/cas/tools/bin/sun4:/cas/X11/sun4/tools/bin:/opt/staroffice7/program:/home/lwv28/bin:/home/lwv28/bin/D.aws:/home/lwv28/bin/sol2:/home/lwv28/bin/D.ksh:/projects/xopsrc/sun4/bin:/projects/xopsrc/bin:/cas/test/bin/sun4:/cas/tools/pdbin/sun4:/projects/sprs_lwv/sol26/bin:/projects/sprs_lwv/sol26/bin/mime:/projects/sprs_lwv/sol2/bin:/projects/sprs_lwv/bin/sol2:/projects/sprs_lwv/bin:/projects/sprs_lwv/bin/mime:/home/lwv28/bin/D.news:/projects/clearcase/bin:/usr/atria/bin:/projects/intranet/bin:/usr/local/perl5/bin:/usr/local/perl5/lib/site_perl/5.8.4/sun4-solaris/auto/Image/Magick/bin:/home/lwv28/bin/D.mistypes:/home/lwv28/bin/D.toys:/home/lwv28/bin/D.tools:/usr/openwin/demo:/projects/npd/npdweb/bin-sol2:/vol/tclsrcsol/Komodo:/vol/museprd/tools/bin/sun4:/usr/dt/bin:/usr/openwin/bin
especially, the first directory,
/projects/gnu/sparc-sun-solaris2.8/bin, disappeared. I bet this
directory contains GNU grep.
Unless you edited PATH yourself between ./configure and make,
the probable cause of this is that your shell setup mistakenly
overrides PATH for non-interactive shells.
