"$(MAKE) %STAMP%" without $(AM_MAKEFLAGS)?

Hello,
  I have noticed the following:
file lib/am/remake-hdr.am  contains command

        $(MAKE) %STAMP%

while I'd expect the usual $(MAKE) $(AM_MAKEFLAGS) %STAMP% for the
recursive call of make.

Similar with %DIRSTAMP% in texibuild.am and texi-vers.am .

Isn't this a bug?
