No, that should be strictly optional.

Looks like my try at optional use of threads.pm does not work.
'use' seems to be evaluated even in false branches. If that
can't be worked around with some perl fu, then it either needs
to be @substed@ everywhere threads.pm is needed, or we need to
provide a replacement threads module.

Of course; the hard version requirements should not have changed at all.
