In order to apply the patch, I should have a recent version of
gnupload.  Googling "site:gnu.org gnupload" finds
http://www.gnu.org/prep/maintain/html_node/Automated-Upload-Procedure.html,
which says:

  One relatively easy way to create and transfer the necessary files
  is to use the gnupload script, which is available from the
  build-aux/ directory of the gnulib project at
  http://savannah.gnu.org/projects/gnulib.

http://savannah.gnu.org/projects/gnulib/build-aux/ says:

  Error:
  Invalid Group: That group does not exist.
