Looks like automake is as confused as you are. For now, here's a simple
workaround, using a helper variable that is not special to automake:
progs = foo bar
EXTRA_PROGRAMS = $(progs)
if ENABLE_STUFF
bin_PROGRAMS = $(progs)
endif
