Hm... When I'm thinking about it, DLL library without export table does not
make sense (or yes?). So maybe condition for generating export table when there
is no exported symbol should have been based on the fact if building library or
executable (instead of on --exclude-all-symbols or link_pic)? Somebody should
look at this issue properly.
