See the binary in #31973. If you run

readelf -wF frames

the dump for the very first FDE doesn't list the rules for registers r0 to
r271, even though they are present in the associated CIE. This might have to do
with the fact that the CIE for this FDE is ahead of it in the section. This is
not forbidden by the standard, although neither eu-readelf nor llvm-dwarfdump
handle this properly.
