As a rule, we don't worry about older versions of makeinfo. Bison
comes with the manual preformatted into .info files; this suffices for
normal installation. People who want to change the .texi file, or to
generate output formats that we don't ship, are expected to upgrade to
the latest stable version of makeinfo.
