[Bug classpath/23403] New: need a way to specify java.library.path on the configure line |

For libjawt and java-gcj-compat to work without the user manipulating
LD_LIBRARY_PATH, we need to add /usr/lib/jvm/java-1.4.2-gcj-1.4.2.0/jre/lib/i386
to java.library.path. One possible way is to define a --with-java-home
configure option, and to define java.library.path based on that.
