[Bug awt/23791] popup menu windows should be marked with MENU hint

The DIALOG hint is close enough to the MENU hint in meaning so the desired
functionality here (not having the window show up in the taskbar) can be
accomplished by making JPopupMenu.HeavyWeightPopup derive from JDialog rather
than from JWindow.  This has been done on mainline so I'm closing this bug.
