[Bug swing/23529] JScrollBar ignores mouse-clicks

Reopened, vs classpath cvs 20050923.

Program works, but scrolling is 'random'. We need to adjust the timing
constants used to better distinguish between short (single stepping) 
mouseclicks and longer (move to click position) clicks. 

On my system (raw X11 with ctwm window manager), even the shortest mouse 
clicks I manage regularly are interpreted as multiple clicks.
