[Bug swing/24316] New: Utilities.getTabbedTextOffset problems

This method is often off by one when the input point is between two characters.
 Run the testcase below and click all around in the text, especially between
two characters, or close to the edge of characters.  Note the difference in
output between classpath and the JDK.
