[Bug classpath/22863] [Swing] JTabbedPane.setMnemonicAt should allow 0 chars

The above method should allow 'empty' chars (which are equal to int 0) to be
set as a way to unset any previously set mnemonics.

See the just added test in mauve:
gnu.testlet.javax.swing.JTabbedPane.Mnemonic
