[Bug classpath/22683] problem in turkish locale

the numberformat and percentformat in the turkish locale-data 
look wrong - (they work with millions of TL easch day - but the formats don't
need to THAT long...)

This is fixed in current GNU classpath CVS. This will be in GNU Classpath 0.13.
