[Bug gjdoc/22737] no html tag as first word of the @param tag

I attached a simple class to show a valid documentation
and a non one. When you try to comment something like
@param name <code>null</code> if the name is nobody.
gjdoc will print a WARNING and remove the </code> tag!

The tag is completly ignored or removed if it's the first
word of the @param comment. See the class:
src/gnu/classpath/tools/doclets/xmldoclet/HtmlRepairer.java
