[Bug classpath/24941] New: bootstrap error when no java tools installed / installed java tools used

when configuring libjava on a system without the java tools installed:

[checked this with a multilib configure only]

when configuring with java tools in PATH:

checking for gcjh... /usr/bin/gcjh
checking jni_md.h support... configure: WARNING: no
